International Association of Penal Law

A platform for the exchange of ideas at a global level, the International Association of Penal Law is the world��s oldest association of specialists in penal law and one of the oldest scientific associations. The Association was established in 1924 to continue the activities of the International Union of Penal Law (1889), and our main fields of activity include:

- Criminal policy and the codification of penal law;
- Comparative criminal law;
- Human rights in the administration of criminal justice; and
- International criminal law (and, in particular, international criminal justice)

As the first female president of the AIDL/IAPL in its century of existence, I intend to continue the efforts of the?association?in upholding its values of protecting international human rights in criminal justice systems, and in pursuing its objective of promoting the development of legislation and institutions to improve the administration of criminal justice worldwide. During my mandate,?my priorities are?to broaden the global reach of?the AIDL/IAPL?and?strengthen?the impact of our scientific activites. I welcome all academics, professionals and students of criminal law who share our values and?vision to join.?

The Port Bill had preceded him a few days, and the tone of the other colonies rendered the Bostonians firmer in their temper than ever. On the 25th of May General Gage announced to the Assembly at Boston the unpleasant fact, that he was bound to remove, on the 1st of June, the Assembly, the courts of justice, and all the public offices, to Salem, in conformity with the late Act. As they petitioned him to set apart a day for fasting, he declined that, and, to prevent further trouble, adjourned them to the 7th of June, to meet at Salem. Mr. Bankes again introduced his Bill��which was about to expire��for prohibiting the grant of offices in reversion; and he endeavoured again to make it permanent, but, as before, he was defeated on the second reading in the Commons. He then brought in a Bill confined to two years only, and this, as before, was allowed to pass both Houses. Great discussion arose on the grant of the office of paymaster of widows' pensions to Colonel MacMahon, the confidential servant of the Prince Regent. This was a mere sinecure, which had been held by General Fox, the brother of Charles James Fox; and it had been recommended that, on the general's death, it should be abolished; but Ministers��more ready to please the Regent than to reduce expenditure��had, immediately on the general's decease, granted it to Colonel MacMahon. Ministers met the just complaints of the Opposition by praising the virtues and ability of MacMahon��as if it required any ability or any virtue to hold a good sinecure! But there was virtue enough in the Commons to refuse to grant the amount of the salary, Mr. Bankes carrying a resolution against it. But Ministers had their remedy. The prince immediately appointed MacMahon his private secretary, and a salary of two thousand pounds was moved for. But Mr. Wynne declared that any such office was unknown to the country��that no regent or king, down to George III., and he only when he became blind, had a private secretary; that the Secretary of State was the royal secretary. Ministers replied that there was now a great increase of public business, and that a private secretary for the Regent was not unreasonable; but they thought it most prudent not to press the salary, but to leave it to be paid out of the Regent's privy purse. This mode of reasoning will lead to proper estimates of the difference in value between good tools and inferior tools; the results of performance instead of the investment being first considered, because the expenses of operating are, as before assumed, usually ten times as great as the interest on the value of a machine. Considered as a process, forging may be said to relate to shaping malleable material by blows or compression when it is rendered soft by heating. So far as hand-tools and the ordinary hand operations in forging, there can be nothing said that will be of much use to a learner. In all countries, and for centuries past, hand implements for forging have remained quite the same; and one has only to visit any machine forging-shop to see samples and types of standard tools. There is no use in describing tongs, swages, anvils, punches, and chisels, when there is nothing in their form nor use that may not be seen at a glance; but tools and machines for the application of motive power in forging processes deserve more careful notice. This problem of whether to move the material or to move the tools in planing, is an old one; both opinion and practice vary to some extent, yet practice is fast settling down into constant rules. The Stoics held, as Mr. Herbert Spencer, who resembles them in so many respects, now holds, that all knowledge is ultimately produced by the action of the object on the subject. Being convinced, however, that each single perception, as such, is fallible, they sought for the criterion of certainty in the repetition and combination of individual impressions; and, again like Mr. Spencer, but also in complete accordance with their dynamic theory of Nature, they estimated the validity of a belief by the degree of tenacity with which it is held. The various stages of assurance were carefully distinguished and arranged in an ascending series. First came simple perception, then simple assent, thirdly, comprehension, and finally demonstrative science. These mental acts were respectively typified by extending the forefinger, by bending it as in the gesture of beckoning, by clenching the fist, and by placing it, thus clenched, in the grasp of the other hand. From another point of view, they defined a true conviction as that which can only be produced by the action of a corresponding real object on the mind.147 This theory was complicated still further by the Stoic interpretation of judgment as a voluntary act; by the ethical significance which it consequently received; and by the concentration of all wisdom in the person of an ideal sage. The unreserved bestowal of belief is a practical postulate dictated by the necessities of life; but only he who knows what those necessities are, in other words only the wise man, knows when the postulate is to be enforced. In short, the criterion of your being right is your conviction that you are right, and this conviction, if you really possess it, is a sufficient witness to its own veracity. Or again, it is the nature of man to act rightly, and he cannot do so unless he has right beliefs, confirmed and clinched by the consciousness that they are right. ��They were as empty as our heads!�� Larry was dispirited.
